REST API documentation for Fiddler Trust Service guardrails endpoints

POST /v3/guardrails/ftl-response-faithfulness,
POST /v3/guardrails/ftl-safety, etc.) is in progress. The endpoints
exist in the platform but are not yet exposed in the public OpenAPI
specification at fiddler/openapi/fiddler-v2/specs/dist/api_v3_ext.yaml.
